13. A minimum of 1000 Tribal Women's Thrift and Credit Groups would be formed in the State by the year 2002 for economic empowerment of women .

The number of hard-core jhumia families reported by the District Administration appears to be much higher than actual numbers. CM directed all the DMs to find out criteria adopted for classification of such jhumias and be informed within this month. T.W. Deptt. ascertained that, Census Deptt. is not going to fill up any proforma especially for identification of hard-core jhumias during the ensuing Census 2001.

15. Every Tribal hamlet (para) would be provided with one safe drinking water source by the year 2001 .

As per initial survey, 880 hamlets have been identified without safe drinking water source. Progress achieved by providing sources like deep/shallow tube well, Mark II/III, Masonry/Sanitary Well etc. under RWS Scheme are as follows :-

  1. All the important tribal markets which are not connected by road at present would be connected by fair weather road by the year 2002 . In particular, the following 27( twenty seven) most important roads / bridges connecting the most backward villages of the State would be completed by 2002 AD.

     

1. US road to Bagma via Tuisama;

2. Sindhupathar to Baisnabpur- Kathalchari- Sonaichari;

3. Kathalia - Monaipathar - Barpathari road;

4. Amarendra nagar - Promodenagar – Itbatta;

5. Charilam - Ramnagar -Durlavnarayan Road;

6. Mohanpur - Barkathal - Sonai Road- Paglabari – Kalyanpur;

7. Chechu - Patni - Mandai – Jirania;

8. Behalabari – Manikbhandar;

9. Bachaibari – Gopalnagar;

10. Dhumachara - Kairam Babukumar – Jwaharnagar;

11. Chamanu – Manikpur;

12. Chailengta - Laldengabari road;

13. Ambassa – Bagaffa;

14. Ampai – Dangabari;

15. Gandacherra – Raishabari;

16. Chawmanu – Shikaribari;

17. Vangmun – Simlong;

18. Kanpui – Khantlang;

The Chief Minister asked PWD to take all necessary steps for completion of these listed roads within the current financial year. However, he asked PWD to give highest priority to the following roads :-

Road No. 8 Behalabari - Manikbhander (8 K.M.)

Road No. 13 Ambassa - Bagafa Road (128 K.M.)

Road No. 15 Gandacherra - Raishyabari Road (30 K.M.)

Road No. 25 Maharani - Tulasikhar via Champa Haor - Khowai - Bachaibari Road (32 K.M.)

According to PWD, work of road No-7. Chechu - Patni - Mandai – Jirania (19 KM); 8. Behalabari – Manikbhandar (13 KM); 9. Bachaibari - Gopalnagar ( 8.00 K.M.); 11. Chamanu – Manikpur (7 KM); 18. Kanpui – Khantlang (6KM); and 20. Machmara to Shermuntilla( 10 K.M.) completed. Road No. 26. Kanchanpur - Sakhan Sermun via Chandipur-Dashamanipara - Saiker ( 25 K.M.) and Road No 27. Laldengabari - Sakhan Sermun ( 20 K.M.) shall be part of new National High Way and works in all other roads have already been taken up and which are under progress.

Almost all of the Tribal Markets of the State not connected by fair-weather road has already been connected. District wise markets connected by fair-weather road is as below :-

17(a). At least 50 most backward tribal villages in the State which do not have electricity at present, would be provided with electricity connection including non-conventional sources by the year 2002.

List of 273 villages in total received from the DMs for electrification. Out of which list of 103 villages(North - 40, South - 33, Dhalai - 10 & West - 20) on priority basis prepared and sent to Power Department for early action.

 17(b). In addition all Dumbur Oustees, wherever they are, will be covered under Kutir Jyoti programme.

A list of 500 Dumbur Oustee families supplied to the Power Department. The Department has given connection to 114 families who do not have power connection under Kutirjyuti Programme.

18. At least 10,000 Tribal families would be provided dwelling houses by the year 2002 AD.

 The target for providing house to 10,000 (ten thousand) S.T. families had already been achieved during the year 1999-2000 itself. However, the programme will continue considering its great importance with a view to cover many more families.

19(a). A tribal Museum would be setup at Khumulwong by the year 2000 AD.

Sanction has been received from G.O.I for Rs. 54.50 lakhs for construction of one Tribal Museum at Khumulwong. Construction work is attained up to roof level.

19(b). A State level tribal cultural festival would be held every year from 1999.

TRI has been entrusted with the responsibility for organising State level Tribal cultural festival with the assistance from the ICAT Deptt.

North Eastern Tribal Youth Festival had been organised jointly by TRI and Sports & Youth Affairs Deptt. in the year 1999.

20. A linguistic centre would be setup under Tribal research Institute of the State Govt. by December, 2000 AD for research and development of tribal languages.

The construction of cultural centre at Krishnanagar had been completed and was inaugurated on 27-09-2000 by the Chief Minister.

One Project for an amount of Rs.28.00 lakhs, with a view to set up of one linguistic centre under TRI, has been prepared and sent to GOI. One more proposal is also sent to the Deptt. of Culture, GOI. Action Plan is being prepared for linguistic centre. A separate meeting was taken on the issue by T.W. Minister accordingly preliminary works taken up.

21. The names of tribal villages rivers etc. which originally had tribal names but were given other names later on, would be renamed after the original tribal names by December,1999.

State Government has approved the change of 95 names. Necessary Govt. order had been issued on 31-10-2000.

22. Working knowledge of Kokborak would be imparted to all the field level officials of the Tripura Govt.

Kokborak coaching has already been conducted for the Ministers and high Officials at Agartala. TRI has taken up further programme on the same and accordingly insisted on continuation of classes. 12 more such centres opened covering all the Districts of the State. NGOs have been selected for Kokborak coaching at Agartala, Udaipur and Kailashahar.

23. Comprehensive master plans would be initiated for overall development of Unakoti, Chaturdas Devatabari and Pillak.

Department of ICAT had finalised the master plan for Unakoti, Chaturdash Devatabari and Pillak. One cafeteria already opened at Chaturdash Devatabari during May '99 and foundation stone has already been laid for one Tourist Lodge and one open air stage. Construction of one Sulav Souchagar at Chaturdash Devatabari is completed.

Regarding Unakoti, the work order has been issued for construction of one Cafeteria involving Rs. 6.00 lakhs. A detailed proposal is being prepared by the ICAT Department for sending it to GOI for granting Rs. 50.00 lakhs as financial assistance.

Regarding Pillak, works have been started for construction of one Cafeteria involving Rs. 8.4 lakhs. Sanction has been accorded by GOI for Rs.40 lakhs for construction of one Museum at Pillak. Works will be started soon after getting formal approval of the technical estimate from the Govt.of India.

24.(a).The Sub-Divisional hospitals at Kanchanpur , Chailengta and Gandacherra would be made 50 bedded and minimum required specialists will be provided by 2000 AD.

 Ambulances were provided to Kanchanpur and Gandachera Hospitals and one Maruti Gypsy is available for Chailengta Hospital. At Kanchanpur one 'X'-ray , one ECG Machine and one ultrasonography already installed. Supplied one 'X'-ray and one ECG Machine to Chailengta and Gandachera Hospital. Each of the Hospitals shall be provided with Doctor in Gyno.and Gen.Medicine. Accordingly, action is being taken by the Health Deptt.

Present bed strength of kanchanpur, Chailengta and Gandachera Hospital is 30 each. PWD has taken up construction works for raising of bed strength to 50 each of Kanchanpur, Chailengta and Gandachera Hospital. Detailed bed strength of the hospitals are as follows :-

25. A comprehensive health project will be taken up for PG Tribes by the year 2000AD with the help of Government of India.

Baseline survey was completed in the month of December,1999 covering 29960 PG Tribes population Spread over 31 GP under Kanchanpur Project and 31010 PG Tribes population spread over 47 GP under Dhalai Project.

Ten days' training programme for 60 CHWs and three days training programme for 60 Dhaies has already been completed in each of the project areas.

Training of 10 medical & 20 para-medical staff for each project has also been completed. Health-kits containing 12 types of medicines / other articles related to health-care had been supplied to120 CHWs of both of the projects @6o kits/ project. In addition, Dhai-kits supplied to 120 Dhais @ 60 kits/project. Bicycles had also been supplied to 120 CHWs.

ICMR placed fund for Rs10.25 lakhs for baseline survey and training programme.
